There are ten beings on the council now.
The tenth person is called Jetu and he's the leader of ten worlds.
The ten worlds are all near one another, all knowing each other, trust and look up to this being so much, they all wanted him to lead their worlds.
This leader does not have to subject himself openly to each atmosphere in order to lead.
It is the vote and will of the people to be led by this leader.
They can all meet as needed by technology in places built to be safe for each race.
It's a leadership by unanimous vote, not a dictatorship.
They share one leader and they work together too.
