30 races founded the organization together.
There are 10 positions, but all of the visiting races contribute to it.
Currently there are now 10 members of the Council.
Each of the 10 council members must be of physical matter of body.
If for any reason one must retire, the position is then requested by process of self-election by those next in line, and finally refilled by unanimous decision among all other council members.
The races who have the best skills for what we need done here, among the 30 founders, sit on the council. Whoever was best for the position, was voted in.
